I generally favored Peeta over Gale, but that's mostly due to not knowing enough about Gale. (Okay, and a total weakness for the 'caretaker' self-sacrificing characters, I'll admit.) So it was great to get more information about Gale in the 3rd book.
It’s OK for her to flounder with the big picture and not feel motivated to lead the revolution, as long as she’s got some more important motive driving her. I get why it was frustrating for lots of readers who wanted more from Katniss. I'd love to know more about what Collins had in mind while she was writing, because Katniss was so very much into the details, the smaller world of just District 12 and her family.
Gale is a really good character foil for her, actually.
Frankly I think part of my "Yup, it was just fine!" reaction is that I usually have lowered expectations by the third installment of anything--books, movies, etc.
